Cannabis and the LGA

On June 5, 2018, Bill 11: The Safe and Responsible Retailing of Cannabis Act, received royal assent. This Bill sets the framework for Manitoba’s retail model by legislating that the Liquor and Gaming Authority of Manitoba will be renamed the Liquor, Gaming and Cannabis Authority of Manitoba and will be responsible for licensing cannabis stores and cannabis distributors.

Cannabis Retail Stores: The Province of Manitoba conducted a request for proposals (RFP) for retail cannabis stores and announced that they have conditionally accepted four proposals from the submissions (click here to read the news release). The successful applicants will be required to apply to the LGA for licensing. The LGA was not involved in the RFP or the related selection of applicants.

RFP for Cannabis Public Education: On April 23, 2018, the LGA launched an RFP for a qualified design and/or marketing agency to develop creative materials for a two-phased province-wide cannabis public education campaign (click here to read the LGA’s RFP for Cannabis Public Education Campaign). The LGA has a legislated mandate to conduct public education on responsible liquor consumption and responsible gambling. Bill 11: The Safe and Responsible Retailing of Cannabis Act will extend this legislated role to cannabis public education.

Cannabis Regulations: The regulatory framework and the licensing regime for cannabis are in development. The LGA will be able to provide information once the details of licensing, compliance and social responsibility are confirmed. Please watch here for more details.
